High Council System
The purpose of this document is to give overviews and descriptions of the various High Council roles within the Kingdom of Vornair.
This document applies to the King and Queen of Vornair’s Council.
The High Council system is designed to be a merit based system wherein the personnel whom are the experts of their field are placed in such a station as to be able to provide advisory services on their area of expertise directly to the King and Queen.
Those specific areas are:
- Vornair at large. (Lofi)
o The High King and Queen's personal interests. (Chief of Staff)
o Foreign Affairs (Grand Ambassador)
o Intelligence (High Ravencaller)
- Internal Kingdom Affairs (Aesir)
o Education and Research (Maester of Guidance)
o Finances and Taxation (Chief Treasurer)
o Resource Management (Maester of Resources)
- Culture of the Kingdom (Vorsir)
o Law (Chief Justicar)
o History (Chief Chronicler)
o Religion (High Cleric)
- Defense and Offensive forces of the Kingdom (Hersir)
o Army (Grand Marshal)
o Navy (Grand Admiral)
o Guard and Law Enforcement (Grand Constable)
These areas are each split into their own specific advisory positions whose titles are listed in parentheses next to their assigned areas. Obtaining and holding this position means that you have proven yourself to the King and Queen to be the most knowledgeable person in your accepted area. It is a true honor, and is to be treated as such.
The High Council system is not designed to control these fields directly, but rather to be the advisers to the King and Queen as well as work with the Dukes and Duchesses to ensure that they can advise on the realm's status on their related subject matter.
There may be times when it is appropriate for these Councilors to implement policies that have been passed by the Dukes and Duchesses of the Round. At these times the Councilor assigned is to carry out the implementation, speaking with the direct authority of the King and Queen.
Considering that these advisory positions are merit based and to be treated as an honor. Individuals accepting these roles are doing so on top of their normal duties and expectations. Those individuals should take this into consideration when considering the role, as this will be expected to be their primary focus.

Description: The Lófi is held in the highest confidence in the Kingdom. The person filing this role will have the right to speak with the authority of the King and Queen in the event that they are absent or otherwise indisposed. The Lófi will be expected to be well versed in all matters of the Kingdom and even more versed in the goals and objectives that the King and Queen, as well as the Dukes and Duchesses of the Round, are working towards.
The Lófi will have no ability to publish law or policy on their own, instead they are there to speak for the laws and policies that have already been passed prior to the King and Queen's absence.
Chief of Staff
Description: The Chief of Staff is the personal assistant to the King and Queen. They are charged with the administration and management of the King and Queen's activities and will travel along with them acting as their personal scribe. Additionally, the Chief of Staff has the explicit right to conduct business on behalf of the King and Queen at their command. This business can include any task that the King or Queen would normally preside over or manage themselves. The Chief of Staff will also be charged with the upkeep of the King and Queen's personal assets and lands.
Lastly, the Chief of Staff will be expected to report on the tasks they have been given and the status of the King and Queen's assets regularly.
Description: The Grand Ambassador is to be the knowledge base for all matters concerning other Kingdoms. This role will carry with it the burden of building and maintaining international rapport between Vornair and all neighboring Kingdoms. The Grand Ambassador must be able to learn of and react to any and all changes in foreign relations and international policies. With an ever-changing world around us, this Councilor will spend much of his time ensuring our knowledge of the governments around us are up to date and in a good position to build and continue working relations.
Additionally, the Grand Ambassador is charged with reporting to the Lófi in order to seek their guidance on any matters that do not have prescribed responses set by the monarchs. The Grand Ambassador will ensure that the rulers of Vornair are informed on the political climate of neighboring Kingdoms so as to keep everyone in the same mindset.
Description: The High Ravencaller is to be an invisible Councilor. This role is designed to carry out the espionage as well as counter espionage operations for the Kingdom of Vornair. This individual is charged with the creation, recruitment, and management of an intelligence organization. This organization is designed to gather needed information both internally and external to the Kingdom.
Additionally, the High Ravencaller is charged with protecting the good name of the Kingdom of Vornair by handling any ill rumors or whispers with covert authority granted by the King and Queen. Operations conducted by the High Ravencaller will be sanctioned by both the King and Queen and via the Dukes and Duchesses of the Round.
Description: The Aesir is the overseer of the Chief Treasurer, the Maester of Resources and Maester of Guidance. This individual is responsible for ensuring that all matters concerning the internal affairs of Vornair are properly seen to and is up to date on all information that the councilors have for him, so that they may bring that information to the attention of the monarchs as necessary; this includes taxation, national treasury, research, education and any information regarding trade and resources in Vornair, and anything requiring the attention or approval of the King or Queen. The Aesir will attend to the needs of his direct reports as necessary so that they may continue their duty to the kingdom unhindered.
Maester of Guidence
Description: The Maester of Guidance is tasked with setting up and maintaining schools in the various arts and craft skills throughout the King and Queen's Duchy as well as working with their counterparts in each Duchies to ensure that the schools around the Kingdom are maintaining a standard in curriculum.
Additionally, the Maester of Guidance will work with the various artisans around the Kingdom to encourage and direct research efforts to a specific end. The school and research statuses should be reported to the Aesir regularly.
Description: The Chief Treasurer is for all intents and purposes the Kingdom's accountant. This individual will be charged with advising on the value of our currency, the Kingdom's assets, and its revenue. The Chief Treasurer will run the banks and tax system for the King and Queen's Duchy as well as work with the Duchies' equivalent to the Chief Treasurer to ensure tax rates are consistent, fair, and in line with the Kingdom's finances.
The Chief Treasurer will work very closely with all of the various Councilors to ensure proper budgets are drawn up and that cost benefit analysis is being conducted in order to keep the various activities of the Kingdom at or under budget. Budgeting, revenue, taxes, and banking will be advised to the Aesir for use in advising the monarchs for passing policies and initiatives for the Kingdom.
Maester of Resources
Description: The Maester of Resources is charged with the monitoring and setting up of trade routes both internally between the King and Queen's Duchy and the other Duchies. As well as the monitoring and setting up of external trades between the Kingdom and external parties, be they guilds or other Kingdoms.
New trade agreements and issues of trade route protection will be advised to the Aesir for internal trade routes and include the The Dukes and Duchesses of the Round for external trade agreements.
In addition to these duties it is the role of the Maester of Resources to track and keep the Aesir, King, Queen, and The Dukes and Duchesses of the Round advised as to the number of resources available in the Kingdom. They will be charged with tracking the known resources in the King and Queen's Duchy and working with their counterparts in the Duchies to gather each Duchies' information and report these metrics up the Aesir and ultimately to the King and Queen at regular intervals.
Description: The Vorsir is the overseer of the Chief Justiciar, Chief Chronicler, and the High Cleric. They are responsible for ensuring that all matters concerning the cultural affairs of Vornair are properly seen to and is up to date on all information that the councilors have for him, so that they may bring that information to the attention of the monarchs as necessary; this includes courts of law, archives, religious buildings, any information regarding cultural events or histories, and anything requiring the attention or approval of the King or Queen. The Vorsir will attend to the needs of their councilors as necessary so that they may continue their duty to the kingdom unhindered.
Description: The Chief Justicar is one of the highest authorities on laws, contracts, and their validity. Their authority on such is second only to the King, Queen, and the Dukes and Duchesses of the Round. The Chief Justicar is the chronicler of laws and policies that have been passed for the Kingdom. In addition to this very important duty, the Chief Justicar will be responsible for the creation and maintenance of the court system in the Kingdom and advising on the placement of judges in these courts.
Additionally, the Chief Justicar will work with the various Duchies' equivalent to ensure that laws passed in each Duchy do not supersede the laws of the Kingdom. These efforts will be reported on to the King and Queen regularly to ensure that the Kingdom's law system is working as intended.
Lastly, the Chief Justicar will make themselves available to the courts in the event that a particular case is in need of a higher ruling. The Chief Justicar will brief the Vorsir on these specific cases and, if so charged, either preside over the ruling or bring the case to the King and Queen's court for ruling.
Description: The Chief Chronicler is responsible for recording and keeping the history of Elyria as well as the Kingdom of Vornair. This individual will be essential to recording our Kingdom's history as well as cataloging all historical artifacts / relics that are tied to the history of the world. The Chief Chronicler will coordinate with their counterpart in each Duchy as well as the other nations to keep the Kingdom of Vornair's chronicles of history as accurate and complete as possible.
Additionally, the Chief Chronicler will be in charge of coordinating cultural events related to the rich history of Elyria and of Vornair. These cultural event plans as well as the written records kept by the Chief Chronicler will be worked out regularly with the Vorsir. The Chief Chronicler's counsel will be sought out to ensure that history's mistakes do not repeat themselves.
Description: The High Cleric will be tasked with the creation of church systems, requirements, and initiatives in the Kingdom. They will also coordinate the church services in the King and Queen's own capital city. This role will also be the chronicler and cataloger of religious texts and relics. The High Cleric will coordinate with their counterparts in each of the Duchies to ensure that the religious texts are well known and up to date. They will also work with their counterparts to ensure that the churches statuses across the Kingdom are reported to the Vorsir.
Additionally, the High Cleric will be in charge of coordinating cultural events related to the sacred religions in the world of Elyria and in the Kingdom of Vornair. These cultural event plans as well as the written records kept by the High Cleric will be worked out regularly with the Vorsir. The High Cleric's counsel will be sought out to ensure that the Kingdoms practices and laws align with the desires and play styles of the various religious orders in the Kingdom.
Description: The Hersir is the overseer of the Grand Marshall, Grand Admiral, and the Grand Constable. This individual is responsible for ensuring that all matters concerning the militaristic affairs of Vornair are properly seen to and is up to date on all information that the councilors have for them, so that the Hersir may bring that information to the attention of the monarchs as necessary; this includes information regarding all armed forces under Vornair, their numbers, stations, supplies or lack thereof, and anything requiring the approval of the King or Queen to continue. The Hersir will attend to the needs of his councilors as necessary so that they may continue their duty to the kingdom unhindered.
Description: The Grand Marshal coordinates the efforts of the Royal Army around the Kingdom. They act, when granted, with the authority of the King and Queen. The Royal Army exists to ensure peace is kept within the Kingdom during times of peace. During wartime, the Royal Army takes the helm in managing both the Royal Army forces as well as the Guard embellishments in coordinated engagements with the hostile forces.
The Royal Army conducts general militaristic operations to include Kingdom wide patrols. They act upon the order of the Hersir for initial engagements. For any engagements that last longer than a small skirmish (3 days outside of game), their continued engagement will need to be approved by the King, Queen, and The Dukes and Duchesses of the Round. The Grand Marshal will be charged with reporting status for the Army at a moment's notice.
Lastly, the Grand Marshal oversees the induction process to join the Royal Army as well as recruitment.
Description: The Grand Admiral is charged with managing the fleet force. They will be coordinating the efforts of our boatmen and the commissioning of the Kingdom of Vornair's great ships. The Naval force of Vornair will take on missions and commissions by order of the King and Queen and The Dukes and Duchesses of the Round. Only in times of emergency will the Grand Admiral act upon the orders of the Hersir alone and then the continued action will be voted on in The Dukes and Duchesses of the Round.
Additionally, the Grand Admiral will be charged with exploration for the Kingdom. Unclaimed lands found by the Royal Navy will be annexed into the Kingdom of Vornair.
Recruitment and induction processes for the Royal Navy are owned by the Grand Admiral. Lastly, the Grand Admiral will be expected to report on the ongoing naval operations to the King and Queen on a moment's notice. They will work with their counterpart in the Duchies to ensure that all maritime operations are well communicated and managed.
Description: The Grand Constable is expected to manage the Royal Guard as well as the guard forces in the King and Queen's Duchy. They will be held responsible and accountable for the protection of the Royalty as well as their diplomats wherever the King and Queen may go.
Additionally, the Grand Constable will be expected to work with their counterparts in the other Duchies to ensure proper protection of the people and their leaders is well in hand. They will keep metrics on the guard forces under the charge of the Dukes and Duchesses in each Duchy to ensure a full count of the Kingdom's guard is available upon request.
Lastly the Grand Constable will be charged with the creation of the structure and the recruitment of individuals to fill the Royal Guard. The Grand Constable will speak with, when given the explicit permission, the authority of the King and Queen. All engagements outside of wartime will be sanctioned by the Grand Constable with approval from the Hersir. Wartime engagements will be sanctioned by the King, Queen, and Dukes and Duchesses of the Round.
Selection and Appointment
The King and Queen will be responsible for selecting and vetting each of the High Councilor positions in the event that one of the roles needs to be filled. Upon selection by the King and Queen, the Dukes and Duchesses of The Round will require a majority yes vote in order to confirm that person to the appointed position. Once confirmed by the Dukes and Duchesses of the Round the individual is considered qualified for the role and officially accepted to work in the full capacity of their role.
Dukes and Duchesses of the Round has the right to request an interview of any candidate in a formal session, including any member of the Dukes and Duchesses of the Round who wish to attend and participate, within a week of selection by the King and Queen.
